Probably average for guys is around your age. I was shaving daily at 13 and could have grown a beard then if it was permissible at school-wasn't. But other guys I grew up with started shaving real whiskers from 14-18, some were barely shaving anything at all at 18. Keep in mind that many guys never grow full beards anyway, so just stay cleanshaven or they just grow the goatee and moustache- not unusual for many guys to have patchy growth and bare spots on their cheeks. All hair growth is genetics, so your hair growth is totally different than your best buddy's unless he happens to be your 1st cousin. Getting men's ages won't be that useful to you because different people, with different origins will have different hair growth. Some kids at my school had full beards at 15. Many had long sideburns at 14. I know a 24yr old who still can't grow a goatee.
Shave every day for a month and try again. Supposedly when you shave it grows back thicker.
You are not finished with puberty--most males aren't finished at least until the age of 18, and some into their early twenties.
I didn't develop my full beard until into my 20's, but had finished all of the other growth and development at about 18.
But everyone's different, and some develop earlier/later than others.

I got the mustache at around 12... The beard didn't start until I was around 16.
